The Belgian authorities have turned down the EU Council recommendation to reopen borders for the residents of 15 third-countries where the epidemiological situation has improved.
The Belgium decision comes as other EU countries that refused to comply with the Council’s recommendations. Countries like Finland, Sweden, Austria, Hungary and others, have also refused to fully implement the opening of travel to the 15 country safe-list stating the current situation does not permit for such a step to be taken.
On June 30, the EU Council recommendation to the Member States was to reopen borders to 15 countries ranked as safe.
The list of 15 countries is:
Algeria, Australia, Canada, China*, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay. China is subject to confirmation of reciprocity

The Belgian Minister of Foreign Affairs and Minister of Defense Philippe Goffin has stated that Belgium would not open its borders to travellers from the whitelisted countries before July 7 as preparations would take another week. On June 7 the government of Belgium decided not to reopen the borders for now
The country will be waiting for an updated list of the EU Council of third-countries ranked as safe, and upon a further evaluation will decide whether to open its borders or not.
For Belgians, the National Security Council has additionally warned against travelling to countries outside the European Member States and/or members of the Schengen Area due to the epidemiological situation abroad.
However, the volatile health situation in some of these regions initially considered “safe” calls for a precise procedure to be followed in order to mitigate the risks of an upsurge in the epidemic in our country
Belgium reopened its borders for travellers from the Schengen Area and the European Union, including the United Kingdom, on June 15 upon a recommendation of the EU Commission to do so.
Reopening of the Belgian Visa Application Centre in London
Following the announcement by the Belgian authorities that they will start processing visa applications once more, the Visa Application Centre in London started reopening from 6th July 2020.
Opening hours starting from the week of 6th July 2020 was only open on Monday and Thursday from 8.30 am to 3.30 pm.
In view of the ongoing health crisis and the restrictive measures regarding the movement of persons, the types of visa applications being accepted by appointment were limited.
The issuance of Short-stay visas for “Business”, “Family visit” and “Tourist travel” remains suspended.
The Manchester and Edinburgh centres remain closed until further notice.
What to expect when you submit your visa application:
Measures to protect staff and customers are:
– Body temperature checks being carried out at the entrance to the centre.
– Visitors with a temperature above 37.3°C will not be admitted to the centre.
– Wearing a mask is compulsory from the time of arrival to the time of departure.
– Water fountains, self-service Photome booth and trash cans are not available inside the centre.
Only payment by bank card is accepted.
Applications in Ireland are being taken in at the Belgian Embassy in Dublin. Similar operating procedures are in place and you need an appointment in advance per applicant.
